PROGRAM/ DEPARTMENT SUMMARY:

Mercy Corps will submit as an implementing partner under Catholic Relief Services for a USAID Food For Peace-funded Development Food Assistant Project(DFAP) for Ethiopia, which intends to improve food access and incomes through agriculture and other livelihoods initiatives; enhance natural resource and environment management; combat under nutrition, especially for children under two and pregnant and lactating women; and mitigate disaster impact through early warning and community preparedness activities. The DFAP is intended to build resilience in populations vulnerable to chronic hunger and repeated hunger crises, and to reduce their future need for ongoing or emergency food assistance. The program is planned to initiate October 2016 and run for five years.

GENERAL POSITION SUMMARY:

Mercy Corps seeks a Senior Youth Manager for a five-year Food For Peace (FFP) Development Assistance Program (DFAP II). This position will be based in Addis Ababa, Ethiopia. The Manager will work in collaboration with Catholic Relief Services Deputy Chief of Party to seamlessly integrate youth programming principles, standards, and methodologies throughout the technical areas of the project. The manager will oversee the following aspects: capacity and barrier assessments, capacity development intervention design and deployment, monitoring, evaluation, adaptive learning, and facilitating linkages with public and private sectors.

ESSENTIAL JOB RESPONSIBILITIES:

Strategy and Vision

  • Apply youth analysis to program activities and design.
  • Ensures the program captures evidence from youth activities, and uses this to shape new action.
  • Strengthen youth role in government and private sectors.
  • Identify and establish partnerships and linkages between government and private sectors.
  • Disseminate learning and sharing on youth issues.

Program Management

  • Lead sectorally-focused youth mainstreaming trainings for all team members
  • Implement DFAP's youth integration strategies and adapting and improving strategies as needed
  • Coordinate youth activities with other DFAP leads and officers during regular planning and coordination sessions
  • Implement activities designed to promote greater access, inclusion and empowerment for youth at community and household levels
  • On the basis of Mercy Corps Transferable Skills programming, adapt tools and materials for use in diverse multi-sectoral youth-oriented applications.
  • Build knowledge and technical capacity of in-country staff and implementing partners to implement and monitor youth skills programming.
  • Provide ongoing technical guidance and support to in-country staff and implementing partners in youth integration and empowerment.
  • Contribute to developing indicators, milestones and plans, and lead reporting on all indicators for youth integration, and program progress.
  • Support MEAL team to include youth perspective in research, mid-term and endline evaluations and mainstream sex and age disaggregated and youth-sensitive indicators into the overall MEAL framework.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

KNOWLEDGE AND EXPERIENCE:

  • Master's degree in Social Sciences, Community Development, Gender Studies or other relevant technical discipline.
  • 5 years of experience in youth programing including youth equity and empowerment, and inclusive social systems strengthening; at least three years in field postings
  • Demonstrated leadership, management, and training capabilities.
  • Strong skills in planning and organization, partnership and collaboration.
  • Experience in working in large scale complex programs, in challenging environments, with strong emphasis on poor and vulnerable populations, pastoralist cultures, and agriculture.
  • Knowledge of USAID and USG grant regulations, procedures and reporting requirements is preferred.
  • Experience in the region is required; previous experience in Ethiopia is preferred.
  • Advanced professional proficiency in English and Amharic is required. Proficiency in Oromifa is a bonus.
  • Travel within the project areas is required.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

The position is based in Dire Dawa, Ethiopia and it requires up to 30 % travel to project sites within Ethiopia.

Dire Dawa is a medium sized city located in eastern Ethiopia. Dire Dawa has comfortable housing and lodging options and a wide selection of restaurants. Security in Dire Dawa is stable, but can change quickly. While electricity is available throughout the city, it has frequent breaks. Medical facilities in Dire Dawa are very basic, as are schools.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

HFCA has recently established Bahir Zaf, a training restaurant for marginalised youth in Addis Ababa, Ethiopia. Bahir Zaf is part of the internationally successful TREE Alliance (Training Restaurant for Employment and Entrepreneurship), www.tree-alliance.org.

At any time there are 20-30 apprentices receiving world-class hospitality training at Bahir Zaf. They will then be assisted to find work in Ethiopia’s booming hospitality industry. Bahir Zaf is the first Tree Alliance restaurant in Africa and a new and exciting model for Ethiopia.

We are seeking a qualified and motivated candidate to fill the full-time volunteer position of Project Manager to oversee this exciting project. This is a once-in-a-lifetime opportunity to use your skills to be involved in a ground-breaking project to make real difference in the lives of marginalised youth.

Position overview

Supported by TREE Alliance advisors, the Project Manager will oversee all aspects of the project, including:

· Manage and lead a small local team to effectively run the restaurant on a day-to-day basis.

· Provide training in service skills according to existing standard operating procedures (SOPs).

· Provide health, hygiene and safety training according to existing SOPs.

· Provide training in customer service and guidance on daily bookkeeping.

· Provide training to cooking / service teachers on how to teach and train.

· Work hands-on and onsite with the team in the project before, during and after business hours.

· Advise, support and build capacity of small local restaurant management team (managers and chefs) to be able to run the training business project on every level on a daily basis.

· Liaise with local organizations and government entities on all social and legal matters of the project.

· Liaise with donors and customers to promote the project.

· Provide monthly, quarterly and annual reports.

The role reports back to Australia and works closely with the Tree Alliance team, based in Cambodia. This is a role for 1 year with the possibility of extension.

Experiences and qualifications of the ideal candidate:

· Degree in Hospitality/Tourism.

· Knowledge of running an international standard hospitality business or detailed knowledge of running a restaurant kitchen.

· 5 years experience working in the hospitality business.

· 2 years experience in teaching service and hospitality related topics.

· Strong project management and implementation skills.

· Excellent communication skills.

· Patience whilst being energetic, hard-working and goal oriented.

· Be flexible and adaptable to a changing project environment.

· Experience with working in a diverse team from various cultural backgrounds.

· Comfortable with Microsoft Word and Excel.

· Fluency in English (verbal and written).

Ethiopia: Call for Trainers: Improving Industrial Relations for Decent Work and Sustainable Development of Textile and Garment Industry in Ethiopia

Background of the Project

The ILO Country Office in Addis Ababa, implements its programmes and activities in close partnership with the Government of the Federal Democratic Republic of Ethiopia, in particular with its technical line, the Ministry of Labour and Social Affairs (MOLSA), the employers’ and workers’ organizations. The implementation of its activities and programmes are in support of the Decent Work Country Programme (DWCP), agreed by the tripartite partners. DWCP is fully aligned with the country’s development goals, articulated in its five-year Growth and Transformation Plan and the United Nations Development Assistance Framework (UNDAF) of Ethiopia.

The project on “Improving Industrial Relations for Decent Work and Sustainable Development of Textile and Garment Industry in Ethiopia” funded by SIDA and H&M focuses on improving industrial relations, working conditions and productivity in the country’s fast growing textile and garment industries.

SCORE

Sustaining Competitive and Responsible Enterprises (SCORE) is an ILO training programme for small and medium-sized enterprises (SMEs). It aims at improving the productivity and competitiveness of SMEs using management practices that are proven to be effective and in line with ILO values. The training programme contains the following modules:

q Module 1: Workplace Cooperation: The Foundation for Business Success

q Module 2: Quality Management

q Module 3: Productivity through Cleaner Production

q Module 4: Workforce Management for Cooperation and Business Success

q Module 5: Safety and Health at Work: A Platform for Productivity

In Ethiopia the ILO capacitates national institutions and training service providers to deliver the SCORE training programme to enterprises in the Garment and Textile Industries.

The ILO is therefore inviting applications from business consultants in Ethiopia to become ILO certified trainers for SCORE. Selected candidates will undergo ‘Training of Trainers’ (ToT) by ILO on the SCORE training programme through a combination of class-room and shopfloor /field training.

Summary of Responsibilities

r Participate in the ILO SCORE Training of Trainers (ToT) for Module 1 and other relevant modules including co-trainings with SCORE Expert Trainers for pilot trainings with participating SMEs

Essential Duties, Responsibilities and Impact

The Monitoring & Evaluation Advisor (M&E) is responsible for obtaining, analyzing, reviewing and interpreting project data. S/he will work with host country counterparts in developing, strengthening and implementing monitoring systems to track project progress and impact. S/he will monitor and assess project implementation progress as required and provide feedback to colleagues and partners to improve project activities.

The M&E Advisor will also develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program. S/he will design and lead the implementation of the project's M&E strategies, requirements and country level activities. In addition, the Advisor will work directly with the technical staff and will manage the M&E staff to develop appropriate indicators and select the monitoring and measurement tools for learning and documentation for the project implementation, program monitoring and rollout. This is a leadership role and will serve as a key member of the project team in Ethiopia.

Qualification and Experience

  • Master’s degree in statistics, demographics, public policy, international development, public health or related field.
  • Minimum of eight (8) years’ experience and demonstrated practical skills in monitoring and evaluation of maternal, newborn, and child health (MNCH) and nutrition programs. Previous experience with USAID programs highly preferred
  • Strong working knowledge of the Ethiopian health system; experience in strengthening the capacity of health system partners in collection, analysis, reporting and use of data required.
  • Demonstrated ability and skills in analysis and report writing is essential
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring and evaluation and/or performance monitoring plans
  • Demonstrated knowledge and experience with major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies; experience developing and refining data collection tools

PATH seeks an Information Technology (IT) Specialist in Vietnam to provide expertise in the Health Information Systems (HIS) Strengthening Component of the GHS project. The IT Specialist will work closely with the PATH HIS Program Officer for Health Systems Strengthening as well as national and regional stakeholders to support the implementation of the data warehouse and visualization activities in the project.

The IT Specialist will provide technical expertise on implementing and maintaining the project’s data warehouse at the General Department of Preventive Medicine (GDPM), visualization platform, and other disease surveillance systems as needed. The specialist will provide technical IT expertise to the project’s strategy on and implementation of the data warehouse for national and regional Emergency Operation Centers (EOCs). This could include helping define business and information requirements, assessing existing data sources, resolving high-level business and information issues, building capacity at the MOH to develop data warehouse solutions, providing continuity in all major data warehousing solution decisions, and determining how technology can be applied to meet GHS needs. Training in DHIS2 and other software specific systems to be used by the GHS project will be provided.

DHIS2 helps governments and health organizations manage their operations more effectively, monitor processes, and improve communication. The system can be used for data management and analysis, monitoring and evaluation, registration and mapping, and management and tracking. DHIS2 can capture data on any type of device and provides a wide range of solutions based on HTML5, SMS, and Java.

Technical assistance areas include:

· Providing information systems support including server configuration, maintenance, and support working directly with the PATH team, GDPM, and regional institutes.

· Assisting with the ongoing development and maintenance of the data warehouse for EOCs as needed.

· Supporting information and data source gathering and integration into the data warehouse maintained in DHIS2.

· Supporting information exchange interoperability between the various data sources and disparate health information systems to be integrated into a single national data warehouse.

· Working with the PATH Project Director and HIS Project Officer to harmonize and integrate event-based and indicator-based surveillance systems that include sub-system, laboratory, aggregated data, media, and commune-level information into the data warehouse.

· Participating in all required phases from planning, Mockup Design, development client code (using HTML5, CSS, Bootstrap, JavaScript, JQuery, AJAX, Angular JS, etc.) and server code (using web service, multi-tier layers, etc).

· Managing workloads, planning projects and tasks, and conducting internal meetings with other team members.

Specific responsibilities include:

· Assisting PATH project leadership, GDPM and regional institutes with the full development of a national and regional data warehouse and visualization implementation hardware/infrastructure.

· Supporting the overall DHIS2 hardware and infrastructure set up for effective data use and access.

The FETP Consultant will work closely with the General Department of Preventive Medicine (GDPM), Ministry of Health (MOH), US Centers for Disease Control and Prevention (CDC) in Vietnam, and PATH to coordinate, facilitate, and implement the day-to-day activities of the project. This is a 12-month, full-time consulting contract beginning on the date of hire with the possibility of extension.

II. Specific responsibilities of the consultant

The consultant will be based at GDPM under supervision and direction of the GDPM leaders and PATH Project Director. Specific responsibilities include:

  1. Support GDPM leaders and serve as a focal point for the FETP component of the project, including leading planning, development, implementation, monitoring and evaluation of FETP-related project activities.

  2. Work with the MOH to design a strategic vision by developing and updating a strategic plan with milestones and indicators, including providing templates, guidelines, and indicators for such plans.

  3. Update and develop training curriculums and materials for different FETP training modules, including the outbreak investigation guideline and field study guideline for fellows, and building capacity among faculty to carry out trainings.

  4. Prepare training plans and lead courses and workshops.

  5. Support fieldwork, provide on-site and remote supportive supervision, and build capacity among field supervisors and mentors through training and backstopping.

  6. Support fellows and trainees to design and conduct research projects and outbreak investigations for public health interventions and support data analysis and manuscript preparation.

  7. Monitor progress and evaluate the quality of the research studies in line with the requirements of the FETP program.

  8. Serve as an advisor for the recruitment of trainees, staff, and supervisors.

  9. Support the scientific advisory board to review and approve submitted protocols and evaluate product quality.

  10. Create linkages between experts, supervisors, mentors, fellows, and trainees within and outside the country to set up a network and provide technical support. Establish a collaborative working relationship between national and international partners.

  11. Enhance communication between trainees, staff, and supervisors and report on activities to national counterparts and international partners.

  12. Work as a lecturer and mentor for the fellows in classroom trainings, and as a supervisor in the field.

  13. Attend monthly/ad hoc meetings with GDPM, PATH, and CDC.

  14. Facilitate financial management by preparing proposals for resource mobilization (technical components) and managing funds allocated to facilitate technical assistance.

  15. Identify issues and challenges and develop strategies for the effective implementation of related work plan activities.

  16. Develop long-term sustainability by working with the government to develop a time-bound sustainability plan to gradually increase the role of national counterparts and phase out external support. Specifically, by developing and disseminating standard operating procedures (SOPs) for all program processes (e.g., recruitment, training, placement), building the capacity of the national team in scientific and technical management, and collaborating with advocacy and monitoring and evaluation efforts.

  17. Prepare progress reports and other deliverables of the FETP project component as required by GDPM, PATH, and CDC. The list of deliverables is subject to modification upon the revisions of the work plan.

III. Payment

The consultant will be paid directly by PATH’s office in Vietnam. The consultant fee will be paid monthly upon PATH’s receipt and approval of the deliverables and after GDPM leaders certify the duration and quality of the consultant’s work.

Required Skills:

· Excellent written and spoken Vietnamese and English.

· Advanced skills in data analysis, interpretation of epidemiological data, and writing of scientific material and manuscripts, as well as excellent presentation skills.

Required Experience:

The Ethiopian Agricultural Transformation Agency (ATA) was established by the Government of Ethiopia in 2011 with the primary aim of promoting transformation of the agriculture sector to help the country reach middle-income status by 2025. Headquartered in Addis Ababa, the organization currently has over 300 staff in five offices across the country. ATA reports to the Transformation Council which is chaired by the Prime Minister and has representatives from a wide range of federal and regional government bodies across agriculture, trade, industry and other closely related sectors.

ATA works closely with these government partners, local and international private sector firms, and development partners, to address systemic challenges in agriculture. The Agency comprises more than 35 teams with diverse programmatic focus, from increasing agricultural productivity to catalyzing rural finance industries to growing agribusiness and agricultural markets to building institutional capacity. Major activities across the organization include: policy enhancement, strategic and analytical problem-solving, testing and scale-up of innovative solutions, implementation support, and coordination and capacity building of stakeholders.

ABOUT THE TEAM

As ATA’s strategic advisory and consulting function, the Analytics Team works with other Senior Directors and Directors within the organization, as well as senior leadership at key government, development and private sector partners, to execute high-impact, analytically challenging projects. The team applies an approach similar to top strategy consulting firms and government strategy units in a number of countries, to support these partners to more effectively bring together the strategic, analytical, technical and operational capabilities required to support the Agricultural Transformation Agenda and specific deliverables underneath this. Projects span from developing national strategies to incubating innovative programs until they are ready for scale-up, and typically fall into one of five areas:

In addition, the team also works extensively on capacity building through managing training and professional development programs for ATA staff and designing and delivering programs for partners.

The Analytics Team reports directly to the CEO and consists of a Senior Director, Senior Associates / Senior International Consultants, Associates / International Consultants, and Senior Analysts and Analysts, totaling ~40 staff. Project teams typically comprise an Associate and two to four Senior Analysts and Analysts. International staff are recruited into Analytics at the Senior Associate and Associate levels to support the build out of the team’s full structure, and work very closely with junior local staff to accelerate their development and progression into more senior roles. Through this innovative capacity-building model, fully local staffing is targeted within three to five years.

ABOUT THE POSITION

The Senior Director of the Analytics Team is responsible for ensuring the continued growth, development and effective functioning of the team as a provider of best-in-class strategic advisory and consulting service to senior internal and external clients. He or she oversees planning a diverse portfolio of strategic and analytically-focused high impact projects and internal and external client relationships, ensuring effective planning and execution of projects, partnership with stakeholders, and rapid staff development. The role also involves further building out and refining the team’s operating model, management structure, support systems and processes, as well as working closely with other members of the senior management team on strategic initiatives and senior stakeholder engagement.

Significant experience leading and delivering high-impact, challenging projects for senior clients across government, private-sector, and development organizations, and building and managing high-performance teams, are therefore important prerequisites for this role. Specific experience in agribusiness and industrial development initiatives in developing countries and Africa in particular is desirable, as is a strong passion for transforming agriculture and improving the lives of smallholder farmers.

ESSENTIAL DUTIES

  • Oversee planning and execution of diverse, strategic and analytically-focused high impact projects, including effective partnership with internal and external clients and stakeholders

Project Summary: **
Background Launched in 2010, EC-LEDS is a flagship program of the United States' Global Climate Change Initiative (GCCI) and is the United States Agency for International Development's (USAID) key climate change mitigation program, encompassing both Clean Energy and Sustainable Landscapes funding. The EC-LEDS program is a “whole-of-government” initiative under the joint leadership of USAID and the U.S. Department of State (DOS) designed to support partner countries' efforts to pursue long-term, transformative development and accelerate sustainable, climate-resilient economic growth while slowing the growth of greenhouse gas (GHG) emissions. The EC-LEDS program, which advances the international goals of the U.S. Climate Action Plan, provides targeted technical assistance and building a shared global knowledge base on low emission development strategies (LEDS). USAID's Office of Global Climate Change (USAID/GCC) in the Bureau for Economic Growth, Education and Environment has asked the E3 Analytics and Evaluation Project, led by MSI, to design and implement a performance evaluation of the Enhancing Capacity for Low Emission Development Strategies (EC-LEDS). The evaluation will focus on the first five years of the program (FY2010 – FY2015) and inform future direction of the program and the development of USAID's next five-year Global Climate Change and Development Strategy.
Vietnam is an important focus of the evaluation of the global EC-LEDS program. Two members of the evaluation team will be traveling from the USA to Vietnam in June 2016 to collect information on the achievements of the program in Vietnam during its first five years. The evaluation team is currently seeking a citizen of Vietnam that has a high level of expertise and experience with global climate change mitigation projects in forest conservation and renewable energy to serve as a third team member.

Position Summary:
The evaluation team will answer the following five evaluation questions:

  1. What actions have partner countries taken as a result of the EC-LEDS program?
  2. Which EC-LEDS interventions have been effective in contributing to partner countries' low emission development?
  3. How has the “whole-of-government” approach affected the implementation of the EC-LEDS program?
  4. How has the EC-LEDS program contributed to partner countries' engagement in international climate change mitigation efforts?
  5. How has the EC-LEDS program contributed to partner countries' progress towards LEDS outcomes?

The Researcher (“the Associate” hereafter) will support the MSI evaluation team while in Hanoi for eight workdays from June 27 – July 6, 2016. The evaluation team member will provide: (a) fieldwork logistics and networking support, and (b) serve as subject matter expert.

Fieldwork Component
Fieldwork, in the form of country-visits to selected EC-LEDS partner country, will be conducted by teams of evaluators, subject matter experts, and local researchers. In general, fieldwork activities include: developing thorough knowledge of EC-LEDS activities in specific countries; conducting key informant interviews with USAID Mission Offices, Department of State representatives, partner country government officials, and other stakeholders; data collection and analysis; and any follow-up interviews post-visit.

Responsibilities:
Under the guidance and supervision of the Team Leader and Field Team Evaluation Specialist, the Associate will:

  1. Assist in conducting interviews with key informants, including officials of the Government of Vietnam responsible for working with U.S. Government partners on sustainable landscapes and clean energy programming. Interpret answers from the local language to English as needed.
  2. Prepare logistical considerations in the run-up to field visit. This includes arranging local travel, reviewing fieldwork schedules, investigating new contacts and scheduling additional interviews, as necessary.
  3. Recording all data accurately (either through voice recordings or taking detailed notes), and in a manner that allows the identification of key themes and the quick reference to evidence for the evaluation report. Templates for data collection to be provided. All data should be labeled with unique identifiers to ensure organization and clarity.
  4. After interviews and review of notes and data collected, follow-up as needed.
  5. Apply good practice in conducting ethical research, ensuring that respondents are aware of the purpose of the data collection exercise and have the opportunity to undertake the interview and the extent to which their feedback will remain anonymous.
  6. Identify cross-cutting themes from the data.
  7. Discuss regularly with the evaluation team the data that has been collected to identify and formulate findings, conclusions and recommendations that are based on the totality of the evidence, and that address the evaluation questions and sub-questions contained in the evaluation framework.
  8. Record and document the process of data analysis with instruments designed during the evaluation design phase and updated in consultation with the evaluation team.

Deliverables:

  1. Completed EC-LEDS country-specific desk review and stakeholder mapping, in a format to be agreed with the MSI team.
  2. Communicate with stakeholders using agreed upon script and evaluation research tools and methods.
  3. Interview notes for key informant interviews for which the Associate is present.
  4. Clean interview data in Microsoft Excel within the confines of this Agreement's authorized level of effort.
  5. Country-Report writing as assigned by Team Leader.

Reporting Requirements:
The Associate will be supervised by the MSI Team Leader, David Callihan in Hanoi. Supervision will also be provided by the Project Manager, Meredith Waters. The Project Technical Director, Molly Hageboeck, will provide overall quality assurance and technical oversight.

Qualifications :

  • Bachelor's degree or higher from an accredited college or university.
  • Strong knowledge of Vietnam's strategy for low-emission development, and the Ministries and officials of the Government of Vietnam involved in the design and implementation of the strategy.
  • Minimum five years of experience working in progressively responsible positions on global climate change projects in the sustainable landscapes and/or clean energy sectors.

  • Clinical Management: Oversee individual and group physiotherapy interventions for refugees to ensure program objective are met and activities are implemented in a timely and professional manner. Assist in day-to-day operations of the physiotherapy team by coordinating priorities, optimizing performance and autonomy, and strengthening collaboration with mental health team to ensure high quality inter-disciplinary care to clients.

  • Supervision: Supervise the quality of the physiotherapy team. Model direct physiotherapy methods to the team. Provide case consultations, observation, debriefing, and review of documentation, and participate in the hiring of new local physiotherapists.

POSITION SUMMARY

The Finance and Administrative Manager is responsible for managing all general financial, administrative, and logistical tasks for the Water.org Ethiopia office. This includes activities such as managing accounts payable and receivable and accounting records, preparing financial reports required by Water.org and the Government of Ethiopia, managing the procurement process for office equipment and supplies, preparing office communications, maintaining relationships with office vendors, making travel arrangements for Water.org staff, scheduling appointments and receiving and hosting guests, and other tasks as assigned.

KEY RESPONSIBILITIES

The key areas of responsibility for this position include, but are not limited to the following. The Country Director retains the right to adapt, change, or reassign staff responsibilities based on the needs of the organization.

Recordkeeping and Reporting– Record office expenditures, ensuring all proper back up documentation is maintained and assist with the preparation of Water.org, governmental and other official reporting as required. Key tasks include, but are not limited to:

a. Assist with the development of and ensure adherence to office financial policies and procedures.

b. Assist with the preparation of the office budget and maintain regular budget tracking.

c. Maintain accurate accounting of all office expenditures, and ensure proper back up documentation is maintained on file for all office transactions.

d. Maintain paper and electronic files of all important organizational documents.

e. Prepare all Water.org and governmental financial reports.

f. Maintain office petty cash.

g. Facilitate internal and external audits.

Office Management– Manage overall office operations and administrative functions, including maintenance of office space, equipment, and supplies, inventory tracking, scheduling and hosting visitors, and maintenance of office files by ensuring all necessary resources are procured and maintained in accordance with the operational budget. Key tasks include, but are not limited to:

a. Manage and maintain office assets and inventory of office supplies.

b. Manage office computer resources and organize for repair and maintenance as needed.

c. Maintain relationships with vendors and service providers and negotiating favorable fees and terms.

Logistical Support– Provide support to staff and guests by booking travel and hotel accommodations, arranging for transportation, and organizing all logistics for meetings, conferences and workshops. Key tasks include, but are not limited to:

b. Make hotel bookings for staff and guests as needed.

c. Organize logistics for meetings, conferences, workshops, etc. as needed.

  • Advanced knowledge of relevant computer software programs (e.g. Microsoft Office products, Peachtree, database software, etc.)

Viet Nam: Monitoring and Evaluation (M&E) Specialist

Responsibilities:

  • Develop the Results Frameworks and M&E Plan for the Program;
  • Ensures the M&E strategy incorporates a system-wide approach, is flexible and responsive and builds ownership amongst local stakeholders;
  • Development of rigorous, simple and effective tools to be used by delivery partners to monitor and/or evaluate on their own;
  • Provide technical advice and guidance on operational research / learning agenda;
  • Technical leadership and review of key baseline and annual studies;
  • Day to day implementation of the M&E Plan, including: compiling monthly data on program deliverables; tracking risks.
  • Supporting/coordinating contracted researchers/enumerators as needed;
  • Supervises and mentors M&E Officers and provides technical assistance to other technical advisors and partner organizations;
  • Contributes to strategy development through reviewing: program logic; quality of data; capacity of project team and partners; and project resources.
  • Organizational / institutional assessment of partner organizations;
  • Fosters links with other relevant programs and pursues opportunities for collaborative activities and provides technical assistance to other primary stakeholders.

General Qualifications

  • At least 7 years of experience in monitoring and evaluation in the areas of gender, women’s economic empowerment and private sector development; past experience in Vietnam or Southeast Asia is desirable
  • Master’s degree or higher qualification in development studies, economic development or social sciences or other relevant field of study;
  • Demonstrated experience in designing and implementing M&E systems and tools in a multi- faceted program, conducting impact studies and case study development, as well as using Management Information Systems (MIS);
  • Ability to incorporate Women’s Economic Empowerment throughout the M&E System and project management cycle;
  • Significant experience working on donor-funded programmes; past experience on DFAT-funded projects is strongly desirable;
  • Demonstrated experience in data collection using quantitative and qualitative methodologies
  • Experience with organizational and institutional assessment and supporting development and performance improvement mechanisms.
  • Excellent, coordination, networking and partnership building skills;
  • Good communication, reporting and intercultural skills for communication with different stakeholders;
  • Excellent communication and writing skills (oral and written) in English, including an ability to write high level technical reports and effectively.

Type of Contract: Two year international contract with the possibility of extension.
