International Medical Corps is recruiting for a highly qualified Finance Manager for an anticipated five-year Title II Development Food Assistance Program (DFAP) in Ethiopia.

JOB SUMMARY

The Finance Manager will have full oversight of the financial management and operational aspects of the project in accordance with donor regulations, including the elaboration of accounting features. S/he will be responsible to present the financial expenditures and pipeline and interface with the community at social audit events. S/he will be responsible for budget forecasting, expenditure tracking, and financial analysis, as well as grant and contract management and financial reporting. This position will be based in Addis Ababa.

ESSENTIAL DUTIES AND RESPONSIBILITIES

•Support the Chief of Party in managing all financial and operational aspects of the program, including annual budget development, work plan and activity budgets, and ensuring compliance with USAID and International Medical Corps’ requirements and policies.

•Conduct regular program expenditure tracking, monitoring program performance and preparing monthly pipeline analyses.

•Oversee grant and contract management and compliance aspects of the sub-grants program.

•Establish standards and procedures to ensure the compliance program’s effectiveness and efficiency, maintaining compliance to organizational policies, procedures and internal controls.

•Responsible for all financial aspects of the project; provide internal and external financial reports, ensure compliance with Government of Ethiopia and Donor rules and regulations. This function includes ensuring that all financial reports are submitted on time and that all accounting data are updated, reconciled and fully supported with backup documentation

•Supervise and ensure that the day-to-day accounting operations and financial management functions in field offices are performed in accordance with internal policies and procedures

•Review and account for payment transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments

•Monitor and review the financial reports of consortium partners.

•Present and facilitate review of actual to budget expenditures report

•Monitor cash flow to ensure the Field Office has adequate cash on hand to fund project operations, requests weekly cash transfers, but not in excess of immediate disbursement needs, provides detailed breakdown of cash request

•Ensure adequate and smooth cash flow; investigate safe means of sending cash.

•Ensure cash safety protocols and procedures are in place and followed.

•Ensure copies of all documents are frequently scanned and shared with HQ.

•Manage hiring, training and supervision of finance and admin staff for the project

•Supervise the oversight of staff personnel files inclusive of contracts, leave records and other paperwork required for employment in local context

•Give training to local staff and, when/as needed, consortium partners and local partners with regards to financial management

•Ensure compliance to local labor laws including contracts, compensation packages, taxes and working hours

•Actively promote International Medical Corps’ Code of Conduct, ethics, values, and standards, including Prevention of Sexual Exploitation and Abuse

Qualifications:

Master’s degree required with Business or Publication Administration and a focus on Accounting / Finance.

•At least ten years of financial management experience in programs that are of a similar scope and scale to this program, including working effectively with host government officials, donor partners, and social audits is required.

•Demonstrated expertise in financial management of multi-sectoral programs that include infrastructure development.

•Proven leadership qualities required

•Strong negotiation, interpersonal and organization skills

•Demonstrated understanding of and experience using accountability and accounting practices

•Knowledge of DFAP and other donor assistance policies and reporting requirements

•The candidate must be professionally proficient and fluent in written and spoken English and Amharic is highly preferred.

PROGRAM BACKGROUND

International Medical Corps is recruiting for a highly qualified Deputy Chief of Party (DCoP) for an anticipated five-year Title II Development Food Assistance Program (DFAP) in Ethiopia. The DCoP will work closely with the Chief of Party (CoP) to ensure that activity objectives are met effectively. The DCoP will be the project’s technical lead in programming. The DCOP will assist the CoP in overall management, strategy and technical guidance of the program.

JOB SUMMARY

The DCoP must be able to support the CoP with overall responsibility for program development, execution and management. S/he will support in directing the program with all management decisions and administrative responsibilities delegated to the main field office. The DCoP will support the creation of work plans, staff supervision, and coordination with USAID and other programs, program reporting, and achievement of results. This position will be based in Addis Ababa.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Provide overall technical direction and assist in the management of project activities and operations.

• Provide technical assistance to consortium partners, local partners and their sectoral managers

• Ensure that the sectoral teams are properly trained, roles and responsibilities are properly assigned and the team is able to implement the project agreed deliverables.

• Assist CoP with the coordination of activities for monitoring, evaluation, and reporting including drafting and reviewing quarterly or annual reports and managing the mid-term and final evaluation processes;

• Assist CoP in ensuring that gender and sustainability are fully integrated into the overall project implementation

• Assist CoP with liaising with the Mission, consortium partners and other project stakeholders including maintaining communication and consultation.

Qualifications:

• Advanced degree (Master’s or higher) in international development or a related field;

• Minimum 8 years of progressively increasing management responsibility in developing countries, including experience in food security, livelihoods disaster risk management, monitoring and evaluation. Previous experience as a Chief of Party or Deputy Chief of Party is highly desirable

• At least 7 years of international work experience in interacting with developing country governments, international organizations, other bilateral donors and civil society representatives and senior level government officials is desirable.

• Experience managing USG cooperative agreements or contracts, at least five years of senior program management experience including direct supervision of professional and support staff is desirable

• Demonstrated experience and expertise in one or more of the following sectors: food security and livelihoods; nutrition, social protection, local capacity building; community development; agricultural value chain development; village savings and loan groups; natural resource management; resilience and risk-management; and gender-sensitive approaches;

• Excellent communicator with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at all levels, service orientated NGOs, civil society organizations, donors;

• Demonstrated ability to establish and sustain professional relationships with civil society organizations and host country government counterparts

• Experience with systems strengthening, capacity building, service delivery and quality improvement or policy development is desirable;

• Experience in financial management, budget design, and partner management;

• Capacity to build and effectively supervise a diverse and international team of partner staff, and technical experts;

• Familiarity with USAID programs, their history and their development; mastery of USAID regulations governing such programs;

• Experience managing large grants, sub grants, and contracts under grants for complex projects;

• Ability to travel national and internationally as required;

• Strong interpersonal skills with evidence of ability to communicate effectively and build relationships among staff and with partners, donors, and stakeholders; and

• Technical skills that are complementary to the program description.

International Medical Corps responds to the population’s health and psychosocial needs in humanitarian settings, while also supporting the recovery of systems and services in transitional and development contexts.

International Medical Corps is seeking a qualified Chief of Party (CoP) for an anticipated five-year Title II Development Food Assistance Program (DFAP) in Ethiopia. The Chief of Party will lead a consortium of local and international NGOs and other development partners in managing and implementing this project.

Program Background- The CoP will have overall management responsibility for the implementation of the project and will be the key decision-maker for ensuring the success of the project. S/he will be responsible for the management and oversight of the project, including leading the preparation of sector work plans, monitoring project progress and timely delivery of all reporting and deliverables, ensuring performance quality, and complying with USAID (donor) and International Medical Corps requirements. The CoP will report to International Medical Corps Headquarters and Ethiopia Country team as needed. The CoP will supervise all other project staff, such as the Deputy Chief of Party, the technical sector leads, the M&E team, the Logistics team, the Finance and Accounting teams, and all other program-focused staff. The CoP will be responsible for monitoring performance and coordinating with partners and will represent the Project to the Government of Ethiopia and relevant stakeholders.

Essential Responsibilities:

1.Program Quality •Provide programmatic vision, strategic plans, direction and leadership.

•Coordinate activities for monitoring, evaluation, and reporting including drafting and reviewing quarterly or annual reports and managing the mid-term and final evaluation processes;

•Ensure regular monitoring of activities and submit timely feedback to IMC Country Director, IMC headquarters, USAID and partners

•Ensure that cross-cutting themes such as gender and sustainability are fully integrated into programming

2.Management and Administration •Ensure appropriate coordination of all sub-awards or sub-contracts, including supporting management of these partners and ensuring reporting and compliance with USAID and IMC policies and requirements.

•Ensure strong coordination/collaboration among consortium members through regular coordination meetings/program reviews, joint field visits and action planning.

•Monitor financial management, reporting and transactions to ensure successful programmatic accountability;

•Coordinate regular programmatic and financial progress reviews with consortium members and lead budget harmonization processes, where necessary.

•Ensure quality donor reporting submissions and donor and sub-grant compliance

  1. Representation and Coordination •Serve as the primary liaison with USAID Mission, program partners; key local stakeholders, INGOs, IMC HQ/Ethiopia Country Office, including maintaining appropriate communication and consultation

•Candidate must be highly competent in building networks/networking skills, have strong problem-solving skills, and possess ability to listen and influence, negotiation, and other techniques, strong communication ability both written and orally.

•Ensure the consortium’s presence and active participation in coordination meetings.

•Organize learning and sharing opportunities between project and external stakeholders on a regular basis

4.Human Resource Management

•Oversee the hiring, orientation, and training of key staff to build a technically strong, well supported, motivated team.

•Identify and facilitate opportunities for staff professional development by providing adequate mentoring, clear orientation, feedback and learning opportunities.

•Preparation of employee job descriptions, performance plans and performance appraisals for projects staff

About the role:

MAG is seeking bids from an independent expert to undertake field-based research, to build on our existing Impact Assessment work and further define and quantify the impact of land release through mine action in Vietnam and Laos by analysing changes in land use. This will have a particular focus on changes in the nature or yield of agricultural production on cleared land, seeking to develop a methodology for assigning economic value to outcomes

MAG is seeking qualified organisations and individuals to propose a working methodology for analysing this data, undertake the required desktop and field research, and provide MAG with a report that will allow for programme management to make better informed decisions regarding prioritisation and demonstrate to stakeholders the ongoing impact and benefits of mine action in Laos and Vietnam. The research and report should consider the benefits and impact of mine action on women, men and children.

MAG expects the applicants to undertake a minimum of four weeks field work, and to seek to obtain comparative data between villages in which MAG has undertaken work and in villages that are mine-affected but in which no intervention has taken place by MAG or any other mine action operator. The exact number of villages will be determined by the Consultants own proposed methodology, but it is expected that a minimum of twelve (12) villages will be visited.

The proposal should include details of prior experience of similar projects, describe the proposed data collection and analyses methods clearly, and provide an indicative timeframe for implementation of the work. The CVs of all team members should be included.

About you:

MAG would expect the contracted person(s) to have proven experience of participatory rural appraisals and knowledge of the development context in Laos and Vietnam, as well as expertise in measuring and analysing change and the impact of development projects over time.

Viet Nam: Multiple positions - Global Health Supply Chain

General Summary and Background:

The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

For project operations in Vietnam, GHSC-PSM will provide direct procurement and supply chain management support for the President’s Emergency Plan for AIDS Relief (PEPFAR). In order to implement project activities, Chemonics International is recruiting for the following positions (all positions are based in Hanoi, Vietnam):

Country Director – Responsible for providing overall strategic direction and leadership for the PSM-Vietnam project. The Country Director will manage the development of technical strategies and work plans; monitor programmatic, financial and administrative performance; supervise the administration of standard project operating and financial procedures; manage short and long-term technical assistance; and maintain effective communication with the client, the home office, the public and private sectors, and other donors and cooperating agencies.

Quantification Team Lead – Responsible for supporting the Vietnam Authority of HIV/AIDS Control (VAAC) in forecasting and quantification activities, procurement planning, and stock monitoring activities.

Procurement and Logistics Team Lead – Responsible for the management of procurement for all commodities and services required by the project. This individual will be responsible for working with local partners in preparation of RFPs, tenders, purchase orders, and the negotiation of awards for services and commodities, as well as stock monitoring activities and maintaining the project’s inventory and inventory disposition procedures.

Finance Manager –Responsible for managing the financial accounting operations of the GHSC-PSM Vietnam project field transactions in compliance with USAID regulations and the contract signed by USAID and Chemonics. This individual is responsible for establishing and managing all project finance and accounting procedures in line with USAID rules and regulations. The Financial Manager will liaise frequently with the home office project management unit (PMU) to ensure smooth financial operations, accurate budgeting and forecasting, and timely invoicing.

Sr. Quantification Officer - Supports the Quantification Team Lead and works with the Data Management Officer to support forecasting and quantification and procurement planning activities.

Data Management Officer – Supports VAAC in collecting provincial level data to inform quantification and forecasting activities. Works closely with the Sr. Quantification Officer and Quantification Team Lead

Sr. Procurement Officer- the Procurement Officer will support the Procurement and Logistics Team Lead for the management of procurement for all commodities and services required by the project. This individual will be responsible for preparation of RFPs, tenders, purchase orders, and the negotiation of awards for services and commodities, as well as maintaining the project’s inventory and inventory disposition procedures.

Administration Manager– Provides administrative project support, including support for the finance and Procurement and logistics teams and Country Director. Also responsible for supporting short-term technical assistance trips as needed.

Development of Content and Approaches:

Operations Management - Logistics

  • Develop agile and responsive emergency operation capacity and systems, underpinned by timely, accurate and compliant procurement and deployment of assets and assistance.
  • Install compliant warehouse procedures as described in the Warehouse Policy and Procedures Guidelines.
  • Establish and maintain supply pipelines, oversee operational logistic systems and assure effective warehousing and distribution of commodities as required.
  • Supervise overall fleet management to assure that MC systems are in place, are used, are responsive and are effective.
  • Liaise with finance to ensure compliance and payment schedules; maintain service contracts.

Statement of Intent:

The Vietnam Country Coordinator will be responsible for developing innovative approaches to enhancing user uptake of SERVIR-Mekong products and services, and ensuring that user consultation and participation are integrated across activities in Vietnam. This position will work closely with the Science and Data and Capacity Development Leads and USAID Vietnam Forests and Deltas (VFD) and its Government counterparts to develop effective user engagement strategies, and work with local stakeholders and technical staff on specific products, tools, trainings, and events to ensure user involvement.

Required Qualifications / Selection Criteria:

  • A Master’s level degree in International Development, Sustainable Development, Environmental Science, Natural Resource Management, or other field related to this position

Summary

Essential Duties, Responsibilities and Impact

The COP will liaise closely with USAID/Ethiopia, Government of Ethiopia representatives, Save the Children’s Headquarters and Country Offices, and partner organizations. The COP will be the principal representative of the project and will ensure adherence to overall technical and programmatic quality in implementation, compliance with USAID rules and regulations, and the timely submission of all deliverables to USAID, including annual work plans, performance monitoring plans, semi-annual reports and annual reports as may be required. The COP will be responsible for overall direction and coordination of the activities of any sub-recipient partners under this grant.

This key position will report directly to the Country Director and will lead the program’s strategic, financial, and operational planning, including the annual work planning process and development of an appropriate exit strategy. The position will be based in Addis Ababa, and will require travel across the region and to program areas. Responsibilities will include:

  • Establish and guide overall technical direction of the project.

• Act as principal representative and liaison to all external stakeholders, including but not limited to USAID/Ethiopia and the Government of Ethiopia.

• Oversee the timely submission of all deliverables to USAID.

• Provide oversight and coordination with international and national sub-recipient partners.

Position Purpose

He/she is responsible for preparing financial statements, financial reports and maintaining cash controls.

Key Responsibilities
The Finance Manager will work with the Chief of Party on integrated management of all project finances to ensure effective use of resources in order to achieve program objectives in compliance with donor requirements. In collaboration with the COP, the Finance Officer will design, develop and adapt policies, guidelines and criteria for the management of project finances and sub-grants in accordance with Pact standards and donor regulations. S/he will support the full cycle of grants management activities beginning from pre-award assessments, monitoring/ compliance visits and close-out procedures. The Advisor will work with the Government of Ethiopia to bring all investment in WASH under one framework, and support its enabling environment with strategies, policies, and guidance documents at the national level, while also working to build the capacity of the sub-national level to operationalize these documents. The Advisor will also strengthen the financial management capacity of Government of Ethiopia entities to efficiently and effectively deliver public health results.

Qualifications: •Master’s Degree in a relevant field required
•Minimum of ten years of experience in the water and sanitation sector, especially related to current Ethiopian local government context required
•Proven experience in undertaking activities aimed at capacity building of government to effectively construct, manage and maintain WASH services required
•Strong English communication skills, both interpersonal and written required
•Working experience in developing countries required; experience in Ethiopia preferred

Ethiopia is one of the key countries of the international cooperation. The thematic focusses of the development program in Ethiopia are food sovereignty, access and protection of natural resources and resilience building in rural contexts.

HEKS/EPER Country Director for Ethiopia

Your responsibilities:

  • Steer, monitor and implement the HEKS/EPER Country Program in Ethiopia with its project portfolio
  • In close cooperation with the Desk Officer at HQ, ensure the strategic development of the HEKS/EPER Country Program
  • Represent HEKS/EPER in Ethiopia vis-à vis the Ethiopian Government and its institutions, in the international donor community and other national and international organizations
  • Participate actively as representative from HEKS/EPER in networks related to the thematic priorities
  • Accompany, advice and assist the partner organisations in their project implementation and support them in their institutional development. This includes frequent traveling into the field to visit partner organizations.
  • Manage the Country Office of HEKS/EPER in Addis Ababa and lead the team of national personnel including project officers and finance/administration staff
  • Supervise the administrative and financial responsibilities and processes of the HEKS Office in Addis Ababa
  • Explore opportunities for fundraising and acquisition of mandates

Your profile:

  • Master’s degree in international development cooperation, management or other thematic specialization relevant to the HEKS/EPER program in Ethiopia
  • At least 10 years of experience in program and project management in the field of development cooperation, of which minimum 5 years in a higher management position with similar responsibilities and in different developing countries
  • Experience in the thematic fields of food sovereignty, agroecology and protection of natural resources
  • Analytical skills, proven track record in conceptual and strategic planning
  • Demonstrated leadership and management skills for supervising administration, finances, human resources and logistics
  • Cultural sensitivity, flexibility, pro-active attitude and spirit for new initiatives
  • Fluent in written and spoken English

Summary
We are currently recruiting for a Chief of Party (COP) to work on the USAID-funded Improved Wellbeing and Health Outcomes for OVC in Ethiopia (IWHO) cooperative agreement which focuses on enabling more OVC to utilize services for improving HIV/AIDS care, health, nutrition, economic security, education, protection, and psychosocial wellbeing. All posts are contingent on the issuance of USAID funding and the selection of applicants is subject to USAID approval.
Essential Duties, Responsibilities and Impact
The COP will liaise closely with USAID/Ethiopia, Government of Ethiopia representatives, Save the Children’s Headquarters and Country Offices, and partner organizations. The COP will be the principal representative of the project and will ensure adherence to overall technical and programmatic quality in implementation, compliance with USAID rules and regulations, and the timely submission of all deliverables to USAID, including annual work plans, performance monitoring plans, semi-annual reports and annual reports as may be required. The COP will be responsible for overall direction and coordination of the activities of any sub-recipient partners under this grant.

This key position will report directly to the Country Director and will lead the program’s strategic, financial, and operational planning, including the annual work planning process and development of an appropriate exit strategy. The position will be based in Addis Ababa, and will require travel across the region and to program areas. Responsibilities will include:
Establish and guide overall technical direction of the project.
• Act as principal representative and liaison to all external stakeholders, including but not limited to USAID/Ethiopia and the Government of Ethiopia.
• Oversee the timely submission of all deliverables to USAID.
• Provide oversight and coordination with international and national sub-recipient partners.
• Supervise key program staff, both technical and managerial, and oversee the hiring process of all local personnel.
• Serve as key liaison with Save the Children partners and any local sub-grantees.
• Oversee the process of selection of any sub-recipient CSO partners.
• Provide overall coordination of the institutional/organizational and technical capacity building of local partners and stakeholders.
• Ensure that efficient systems to support all aspects of the program (including sub-grant management, financial, capacity building and performance monitoring and reporting) are in place and support the effective use of program resources in compliance with USAID regulations and Save the Children policies.
• Undertake other tasks as needed.

Required Background and Experience, Skills and Behaviors
• Advanced degree in international relations, public health, or related field
• 10-12 years of field-based experience managing large and complex overseas, multi-partner development programs, especially in Sub-Saharan Africa.
• Experience managing large scale USAID funded project(s) at a senior level.
• Demonstrated knowledge of and familiarity with USAID (PEPFAR) policies, rules, regulations, and procedures.
• Experience in managing large child-focused field programs for an international NGO.
• Demonstrated skills in strategic and program planning and understanding of HIV/AIDS-related support services.
• Demonstrated skills in leadership and supervision of staff and teams.
• Familiarity with USAID regulations and policies, with specific understanding of PEPFAR guidelines, rules and regulations.
• Extensive experience working in Sub-Saharan Africa; specific work experience in Ethiopia desirable.
• Proven experience building capacity of local NGOs and government bodies.
• Proven ability in promoting and collaborating closely with multi-level stakeholders.
• Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
• Excellent oral and written communication skills. Fluency in English required; fluency in Amharic desirable.
